| Description |
The SCSF Program was created by the General Assembly to provide financial assistance to needy NC resident students attending eligible nonprofit private colleges and institutions located in NC. The North Carolina State Education Assistance Authority (NCSEAA) administers the SCSF Program as directed by the General Assembly. Each approved institution administers the program for the eligible students and licensure students that it enrolls. Funds for the SCSF program are contingent each year upon the appropriations made available to the NCSEAA by the General Assembly.

| Eligibility |
Applicant must meet the following eligibility requirements:
- Be eligible for in-state tuition rates under the terms and conditions of the current Residence Manual of The University of North Carolina
- Be enrolled as a full-time or part-time first time undergraduate in a degree-granting program at an eligible independent, nonprofit institution in North Carolina
- Not be enrolled in a program of study designed primarily for career preparation in a religious vocation
- Have financial need as determined by the approved institution
- Be making satisfactory academic progress
- Be registered or exempt from Selective Service registration
- Not be in default or owe a refund, under any federal or state loan or grant program
- Be certified as eligible under SCSF Rules

| Value |
Each approved institution will determine the value of the SCSF award based on the student's financial need, the institutional financial aid packaging policy and the appropriated funds disbursed to the institution.

| Application Procedure |
Applicants should complete the financial needs analysis required by the institution. Recipients are chosen by the financial aid offices of the eligible independent nonprofit institutions in North Carolina. Questions should be addressed to the private institution.

Licensure Student must:
- Have a Bachelor's degree
- Meet the in-state residency requirements
- Be enrolled in an approved institution in a licensure program for teachers or nurses
- Be enrolled in undergraduate classes on a full or part-time basis
- Have financial need as determined by the approved institution
- Be making satisfactory academic progress
- Be registered or exempt from Selective Service registration
- Not be in default or owe a refund, under any federal or state loan or grant program and
- Be certified as eligible under SCSF Rules
