| EARN was established by the 2007 North Carolina General Assembly to provide grants to eligible students to enable them to obtain an education beyond the high school level at community colleges, public universities, and private colleges and universities in North Carolina without incurring student loans during the first two years of their postsecondary education. Program discontinued effective December 2009
